IMO, they should given some sort of lesson in life, that the thing they do is just against the norm.
So I guess, along the same train of though, great people like Albert Einstein, Issac Newton and Galileo Galilei should be punished because they went against social norms of their time? I don't think that it will promote teenagers to become have sex even more freely than currently just because there will be a "special" place for them, especially when we attach unhealthy stigma against it.

ego, they should be given lesson? If they are pregnant due to their lust or curiosity, in my humble opinion, the news of getting pregnant itself is a bad enough punishment. And you cant really blame them if they are not properly educated and mature. If the pregnancy is due to rapes, what can be done? Teach them not get raped?
+1 on teaching them to not get raped=D
Society mindset is usually created by the media and, as an extension, by the society itself. If anything, the government should launch education campaigns educating teenagers about the consequences of unprotected sex, as well as educating the general public that teenagers usually don't get pregnant at their own will. If you doubt that the society mindset is going to change just because of some campaigns, look at how the mainstream media managed to create huge prejudices between the races in Malaysia over the 50+ years of our country's existence, when, in the beginning, we got what we wanted by cooperating with each other...
