1. I've never had personal experience hunting among the private companies, BUT common sense would suggest that the more companies you approach, the better your chances of securing one? What's important is that you thoroughly research each individual company and tailor your approach according to each company's vision and what they do. So this means no sending out mass cookie-cutter proposal letters. While each letter should have similiar points and share the same "gist", they should somehow be tailor-made to specifically touch on that company and what it specifically does, if that somehow makes sense?
2. It's never too late. I received my scholarship literally a month before I was supposed to fly off. Remember, all you need is that one YES. Just one. That's all you need. As for your question about which university, let the company know the options you have and ask them which they prefer? But yes, get started quickly, before the UCAS deadline. I am not an expert on Engineering, so I can't really say which university is better, I think that is for you to research on and decide. Whatever choice you make, be prepared to justify why in your proposal.
