OK, putting racism aside, if you are a Bumi, yes, you do stand a chance of getting both. if no, then your chances are slim.. I've mentioned before, the government gives out scholarship based on it's value. This is how I see it, so you may get both if you get the following combinations:
(1) Petronas Local + JPA OVS(low-cost like Indon, Republic Czech)
(2) Petronas OVS(australia, nz etc) + JPA OVS (UK)
Naturally, if the contract will be estimated to be about the same value, they will offer you both. If one is obviously superior compared to the other, then u'll only be offered one.
